Many Japanese developers still don't have current-gen development sussed out.It's also a human resources question: few big independents existed at the turn of the generation, and the prestigious ones were tiny. Those independent studios that had the personnel to scale up to current-gen sized teams were pure work-for-hire operations that lacked a remit to pursue a creative vision.There's also the problem that, at current domestic Japanese sales levels, current-gen Runeacape games with competitive production values have to go global, because Japanese audiences alone won't be profitable.
