Among them are a teacher who was fired, then rehired at half pay, and who is now trying to avoid foreclosure; a factory worker with health problems who spent nearly a year and a half without work before being rehired at a lower salary and without benefits; and a married couple who started their own contracting business but cannot secure loans despite a strong credit rating.
